Why give us 76 fragments of Tendo in UT and then not give us a reliable way to get the rest of the fragments?

Did the Oasis mess up in forget to drop a few extra fragments in UT in one of the training modules because this doesn't really make sense otherwise.

I would submit it as a bug, but I expect them to say that giving us 76 tendo fragments and no reliable way to get the last four fragments is exactly how the developers planned and wanted for us with this game before promptly closing the submission and forgetting all about it.
