as far i know Its based on Ranked Battle not Power .

Hi! The event is called Merged Server Ranking, which is based on Ranked Battle rather than power. It is just a way to measure your abilities beyond just power. Power and your ability to strategize three individual teams to work better than any other player will earn you higher tier rewards.
