1st thing to do: use a meta team at least.

You own Ay 3rd, so since you are a declared f2p you own also samui and omoi (or darui if you own him). Go Crimson Fist and run the omoi/darui, ay 3rd, samui meta.

2nd thing to do: give to yourself a target.

Or power or collecting ninjas, you can't go for both in this game without paying a lot.

If i was in you i would go for power at the point you are now and i would just try to get at most a very specific ninja to fit in your potential alternative metas.

Why hanzo if you don't own any potential metas to use him in?

You own masked man, you are going to get for free anbu itachi, the only ninja you can think to buy at this point of the game is shisui to complete the future meta that comes out of those 3.

Anyways, what's your charms level? What's your myoboku cultivation page? What's your summon cultivation level? What's your average cave rune level? what's your tactics page level? what's your battle armor level/rank? What's your mood level on ay? Tell us those things and we can tell you on what to focus prioritarialy.
