Depends on the setting. If it's in a regular battle/SWB/arena, individual initiative is followed. Group initiative for auto barriers, and higher group ini = later auto barrier cast.
If it's matsuri/survival, group initiative and ninja placement (like who you put into the lineup first, apart from the positions) are considered.
