I have been playing this game for about 5 months now and my server got its server merge finally last week.

I was initially f2p up to level 60 then bought Jonin medal and spend every once in awhile so you could consider me p2p

Well recently I dropped $350 on lucky star wheel to spin for shisui and I had already saved 3k coupons in addition to that and guess what i did not pull it. Meanwhile a new player lvl 40 something had shisui off of a free draw and all the big p2p player on my server did not get it from a spin but had to spend a load of money to get fragments to recruit shisui.However other low level new players continued to get shisui....

This week Shark Kisame is in the wheel i spent 4k coupons trying to get him to no avail, p2p player on my server did 500 spins did not get him, new player on server spun free spin this morning and got him.

Mission Gift box events this week I always buy boxes to max minato fragments and so do other p2p players yet we never pull hashirama. today my group member bathhouse peeper a level 67 pulled hashirama out of 1 box , the old lucky star wheel with 4th hokage minato everyone on my server spent a lot to get him from wheel, only 5 people on my server got him and they were all low level new players including my good friend's alt account got it from a free pull when he spent a ton of money trying to get it to no avail on his main account.

Jib Edit: I have edited your post so that it is more in line with forum rules. Please know that events based on chance always give everyone equal chances. What that means is no matter how many spins or tries, each try gives you the same chance. If you throw a coin, there is a 50 percent chance it lands on heads or tails. If you throw another coin, would your first throw affect the second? No. The same with RNG events, you cannot just expect that more spin = greater probability as everyone has the same. My advice is to not go into events of chance only for the jackpot but to go in knowing that not getting the jackpot would still be good. The Shisui event was actually improved as even if you were unable to get him through lucky star, you could still redeem him in redemption. Which meant players who did not get the chance to earn jackpot could still get his fragments.
