I've tested the interaction and I can conclude that it's intended.

As the effect of Bee was prompted first, meaning action was already taken (Your normal standard), as the chaos happened after. Your Minato loses priority measures, meaning any effects on him are null.

If Bee was used after the chaos was cleared, Minato would have the effects of the secondary standard.

Regardless, I'll report the bug in case it's meant to be otherwise!
