outspeed you with standard attacks or with mysteries? because if we are talking about mysteries the reason is simple: you are lagging. In GNW overall happens a lot, so if you are complaining because you couldn't interrupt them with itachi susano'o then there's nothing you can do. Or you use him asap or you c*ways fail if you lag.

They can out speed with slower move 1 in some modes were initiative is split like Surviva and Matsuri, they have their normal initiative but you have your total divided by 4 and given to each ninjas, which in 99% cases makes your move 1 slower. Few other game modes also do this.
But if it's happening in duels/gnw then it could be lag, try auto like someone above said and see if it still happens in a duel.
matsuri uses your real first 5 items.
Removes all the equipement from your ninjas and remove all the ninjas from your lineup then move your main.
The tools your main will have at that point are the tools that gets considered as your 1st prompt move in survival, matsuri, arena and in every feature where you aren't using your current equipment.
