A friend of mine got 1 madara frag at ~ 500 scrolls, but he still has no SR yet.

I pulled KRM naruto and i should be able to pull madara in like 2-300 seals, but i have never dropped the 1 SR frag.

Just as everything, consider that it might be pure RNG and people are just making stories about it.
