He is never gonna become broken, the other ninjas are just too good even if he gets skill books which are mostly damage based I don't think S sasuke is anywhere near ninjas like shisui madara adn skill broken sage naruto etc.

He is used more then any of those later on, especially in GNW / Bonds he is one of meta ninjas. His books make him very op because injury is * stat, and his mystery get's guaranteed crit more or less and he can just do 20k dmg crits to peoples move 2-4.
