If Fuguki has no interuption on his chase I don't find him useful. GNW Neji has acupuncture on his chase and with Fuko summon it's easy to get Itachi's and Roshi's 30 hit chases.

Fugukis survivability compared to Neji is thanks to HIS (Fuguki is a male guys) passive way higher.
Also I tried playing with him together with Roshi and Sailor Sakura (played before Roshi, Killer Bee 7 swords and Sailor Sakura) and managed to beat a lot of people I couldn't beat before. So Fuguki is pretty good although he is just a normal blue ninja in that treasure chest.
