It's legit but we don't have the bond system so you won't be able to be able to activate the bond skill. Since china got the bond system about 6-7 months ago, we shouldn't expect it anytime soon.

GNW treasure came in around Summer 2016 on their server while the bond system was stated above. With the updates we didn't receive and other updates before the bond system, that's why I said I don't expect it anytime soon.

If you are referring to seal scroll rebates, since we're getting the limited recruitment for Dec 28 - Jan 3 because the holiday events messed up the event cycle, I'd have to guess the recruitment feedback coming of the week of January 18th since its usually every 2 weeks that we see some form of a seal scroll rebate. However, if Oasis wants to get things back to normal, recruitment feedback could be with the week where mission generalization appears, which normally appears after the upcoming week.

If you are referring to any future rebates on their server that we might get, no new rebates are present and appear less frequently than our server.

It's a shame the real issues aren't being addressed regularly as new ninjas in RNG events and as a login will distract many as shown by several comments from players who thanked Oasis for the past two weeks but yet will curse them when a week doesn't benefit them and the process will repeat.

In respect to the skill breakthroughs that we are still waiting for, besides kurenai from the list of basic ninjas you can get in instances/shops, skillbooks for gaara is the only one I expect to make a difference. After we get the update to the skillbook system, the skillbooks/skillbreaks for treasure ninjas (such as sage naruto, danzo, fu, kage super rares, etc.) will make metas more interesting. Sadly, you need to rely on the skill break system, which acts like how the purification system works.

Let's say you spend 50 seal scrolls, the event will give you 1 seal scroll that will last until next wednesday (January 3). The more times you spend your seal scolls to hit the limits, you will receive temporary seal scrolls of more quantity depending on how much you have spent. You have to claim them in the event as you won't get them automatically.

As stated by others already, limited recruitment covers all treasures while recruitment feedback will cover a certain amount of treasures and won't have the newest treasure for about 1-2 months after their release. Recruitment Feedback is different as it will provide seal scrolls that are permanent. And if you want to want to know when Recruitment Feedback might show up in events again, it could be next week or two weeks from now since the holiday events last week messed up the event cycle.
