If you don't have enough for refine rebate's max reward, then it seems fair to do the welfare's refine mission.
In fact, the rewards there are quite more valuable than refine rebate's, except you don't get any free wish credits (which is good if you have 500+ refine runes).

It's all RNG. Are you sure you'd still succeed with only 10 refines during the rebate event? Highly doubt it.
Sometimes it's better to look at the things we have and be grateful for it than wasting time worrying about the things we don't have.

I get it some people are just unfortunate enough to be unable to comprehend the details that make up a certain issue complex, not just a black and white kind of thing. For those who has refines but NOT enough to reach the 500 refine rebate mark, I said, the welfare event was just fitting and has a better value as compared to that of the refine rebate's. The moment you keep spouting about some lost luck or something that you would have on refine rebates just speaks about how you're unable to understand the rules of probability and its mutable values through time. You know what Dunning-Kruger means? Probably not. Try not looking it up. Some people keep talking, insisting, and not even aware of the higher logical systems of reasons relative to the various factors associated with the subject, yet thinks of others as having a hard time processing their meager reasoning. I wouldn't have my refines over 7+ if I didn't care about your poor wish credit/leveling up arguments. Granted you've leveled one up, what are the odds of you ever advancing it to the next higher level?
