No its not.. check on youtube when someone doin 2000 pulls and also i did 270 pulls already and still got only 3 rares.

If you didn't do any free draws AND if you aren't 'lucky' you get 1 rare the 1st draw after every 6 draw by ten you do, exactly the same as Kage treasure.

So if you do only draw by tens and you never pull a lucky early roll you'll get 1 rare at the 7th draw by ten (because the 7th draw by ten is the first draw you do after 6 draw by ten).
