So IT IS POSSIBLE to pull a rare sooner but it still look like it's unlikely .
Now i got another question about the rare pull :Does all rare have the same %age to drop or is there some rare "rarer"then the others (im speaking from the same tier not like rare compared to super rare obviously) ?
It depends on the Treasure where you pull bro, Lightning Treasure, Jinchuriki 1 and 2 have the same number of pulls for their super rares, 200 to 210 just like what others are saying .. I recently got Samui, by only using 10 scrolls and now i already spent 40scrolls in lightning and i haven't got any rares again since samui, i got some commons in my 20th which is Kakashi beheading and in my 40th scroll which is GNW tenten.. But for the Five Kage Treasure, that's where you can get rare for every 60 to 70 scrolls you use, i for example got kazekage gaara on my 70th pull in kage treasure, then another 60 to get chojuro and so on and so forth ..

Each rare has the same chance as the other to be pulled.
So in the case of Cloud Treasure you have a 50% chance of getting Omoi or Samui.
Then when you are about to pull your 2nd rare, you still have a 50% chance of Omoi or Samui.
Yeah bro, just like what others are saying .. You can get 3 omoi or 3 samui, 2omoi and 1 samui or 2 samui and 1 omoi before getting big-daddy raikage ..
