Actually he claimed it before. At the beginning of the group there are many players who will leave the game after 1 month. So he doesnt want to waste packs in my opinion. Therefore he said he will kick the players who are not active more than 2 days and who are not giving a reason for inactivity. So... He is fair about this. he is just doing what he said from the beginning of the game.
