Edo Tobirama is quite normal to get like other ninjas he's in events just like edo hiruzen ect but Edo Minato is a tricky ninja since he only showed up in the ino flower event and there he costed for some people more then 100k+ ingots since he was a reward ninja not a ninja that you could claim his fragments for. 1st price would get him 4* and 2nd and 3rd would get him 3* so only 3 per server.
