Depends which ninjas you already have, if you have Darui, like EM or LM, you can save for 200 seals, and spend on cloud treasure during rebate. To get 3rd Ay, Samui and Omoi.
Otherwise, Roshi is quite a god ninja in f2p, useful in many ways, you c*e him with every main, you just need to make sure he doesn't die in first round.

Hi, there is no rush in pulling treasure.

Just save up 200 seal scrolls and then decide when the time is ripe. Maybe the new GNW treasure will be out by then.

Start pulling for roshi, yesterday in a live stream i asked ItsBTrue he said pull for roshi, so i am gonna pull for him :D

Lightning Main - Ay Third - Omoi - Samui

or

Water Main - Kurenai - Sailor Sakura and Roshi

When i pull cloud treasure, i hope i get three of them(Omoi,Samui,Ay 3rd). To make team with roshi i have Kurenai full skillbook,SS

go for lightning treasure ONLY if you own Darui from kage treasure (because at that point you'll have a solid meta team with darui, samui and ay 3rd to run with crimson fist and you could hope to get ay 4th to get a stronger meta for MB), otherwise don't do it and go for roshi.

Ay,Omoi,Samui are good now,but in 1-2 months when GNW treasure is out,they may be not so good.My advice is to go for Roshi,he seems more usefull

In long term Roshi still has some use with the GNW treasure while i have not seen any lineup in asian videos that still use the cloud ninjas.

Cloud lineups are still used in arena but competitive players oblivious will choose a better lineup that can be created via gnw unless they have 4th raikage skillbroken and they'll choose to do cloud if they want to

Depends on your power. Roshi if you have low power he wont do much he will just die if you cannot keep him alive and strong then go for the Lightning treasure or even better just save scrolls for the upcoming Treasure GNW one. If you have power or if you are thinking to advance in power or you are powerful enough in your bracket then go for Roshi he is one ninja that you will have him in use for a long term run.
