Hi guys! In the end of the day, we are all here to try and help the original poster. Whether the opinion is right or wrong, we are all here just to help. I love it that everyone is so passionate and giving their reason as to what is the best course of action. Let's continue to help and not forget what we were here for in the first place!
By the way, each treasure has its own benefit, but the biggest benefit if you ask me, is to ALWAYS wait for a rebate. In my own opinion, having 264 seal scrolls to use in a Recruitment Feedback event will allow you to earn an initial 36 seal scrolls (permanent) for using 200 seals, which would give you a total of 300 seal scrolls (264+36 = 300). What this means is you will hit the next tier of rebate at 300, which rewards you with another 30 seal scrolls. That is 66 seal scrolls in total for the use of 264 seal scrolls in a Recruitment Feedback event. A value of 25% rebate...mathed xD

@Jib, reasoning is good, but math isn't. You can't say you used 264 and gained 66, because out of those total 66 you need to actually use 36 to get to last rebate. Correct math in terms of value is (total gain/total spend)*100% ---> (66/300)*100%=22% gain. It doesnt matter if some of those scrolls to reach 300point come from rebate itself or were saved before- you need to physically use them to reach 300.
264 is a number of seals, that you need to save beforehand to be able to reach max rebate with the help of lower rebate rewards.
Correct way to say what you wrote is "spend 264 seals, get 36 from rebates, use them to claim last rebate. After all that, for saving 264seals you end up getting all rebates and additional 30 seals towards something else." Just a technical thing, but it's worth pointing out.
