just give it time, they all eventually realize that it's counter productive and that most won't get a seal pack even after their 3rd gnw, many quit and other look for groups with less players and more opportunities to get a seal pack. I was lucky because our current group leader has common sense and didn't try merge on a large scale. Now there are about 5-6 active groups give or take and everything is settling down but the groups that merged missed out on A LOT of seal scrolls that they could have used in gnw treasure, I mean everyone needs seal scrolls even if you are a spender you still need those gold papers to push that meter towards S sasuke or Han/roshi.
