If they were to do anything I would expect it to be more of an odds percentage. As you pull more your odds inevitably increase because it's been longer since your last pull. This keeps the idea of RNG because sometimes you won't get it until the 70th pull and on occasion you would get it on the 50th. If at the 60th pull it says you have 90% chance of a rare, then it makes sense but isn't guaranteed. I think this alleviates the concerns mentioned and also adds room for excitement when you get that rare early.
