B-but it's totally random when you pull a rare, it's just a coincidence that almost everyone pulls a rare at around 60 scrolls.
True..Its totally random and ba

And that's why im saving up 60 scrolls before drawing so i'll either get it on the 6th pull or even before that thanks to free pulls

Actually, there was a chinese law that forced oasis to disclose their rates, and its 1 rare per 60.
The meter should record how many seal scrolls you used in that treasure
Even if they won't, you could do that yourself. The closest thing I ever saw to some sort of a meter is in the China server where the seal treasure and tendo treasure had a rare meter up until 20 pulls for a guaranteed rare. You could possible pull a rare in between 0-20 pulls while getting the guaranteed rare. After the 20 pulls, the counter disappears.
Im more concerned with summon scroll count than anything. Literally no clue how close I am to KoH or kirin.
Theres a summon rebate once a month, which awards 25 pulls. With active play, doing all dailies and redeeming summon scrolls at least once during any event during month it's safe to assume you get 100 scrolls monthly. Did that 3rd month in a row, without spending cp directly on scrolls, so i can vouch for that number. Multiply that 100 (125 if always using rebate) by the age [in months] of your server, add to that age of ur server in days (free draws every 24h) and more or less here's your total pull count. Asuming 125+30 per months, it takes 13 months+ without spending anything on scrolls to get super rare, if we assume he is on exactly 2000th pull.
