Kage treasure changed to the Chinese system after 3.0, which is different than the old system of a super rare for every 900 scrolls, with no regard to regular rares.

In this post 3.0 system:
- You have no chance to pull the super rares before reaching 1000 scrolls spent in kage treasure; free draws count.
- The separate super rare counter no longer exist. Once you spent 1000 scrolls, the super rares enter the draw pool; another 1000 scrolls change nothing. You have a 0.1% chance to pull them via rng per scroll spent. The super rares also enter the guaranteed 60 scroll rare pool.
- If you reach 60 scrolls spent without a rare, you will be given one of the designated kage treasure ninja that you do not already have. If you did not get every rare by this point, you could get a rare or a super rare, but it'll always be one you don't have; if you missing both super rares, you will get one of them; if you are only missing one super rare, you will get the other one. If you have at least one copy of every rare and super rare, you'll get 20 fragments randomly.
This means if you have super rares unlocked but don't have both yet, getting "lucky" and pulling a rare before 60 scrolls spent is actually a bad thing.
This system change in 3.0 is the reason many people who spent 900 scrolls in kage treasure pre-3.0 all of a sudden was getting the super rare they don't have from free draws.

Personal experience and many people I've talked to, who are surprised to have pulled the second super rare without being anywhere remotely close to 1800. Yes, it does kinda "*" for players who invested 1800 scrolls pre-kage to collect both; but it is great for the players who only invested 900 pre-3.0
