This is the wrong thread for those questions. You should save all your seals till lvl 70 when Kage treasure opens up for you. Kage will give you ninja to make a team and then you can go for Sage or Tendo to add to a team. You get most of Tendo through Ultimate Training so I wouldn't go for him either way.
