This happened before when the anniversary came and the lucky board/refine rebate week was pushed. If it doesn't show up next week then we have something to worry about unless next week is meant for 4.0 then the week after that.

Go back either further (before May) and it'll be on the first week. Months with 5 weeks typically messes up the event rotation (which typically have 4 weeks of events we typically see) add one more week of random events. Since November has 5 thursdays, I believe they had to add a random week before the lucky board week (hopefully).

If you have been playing for more than 2 months, you should have picked up the pattern in the events so you'll be able to plan out the rebates and events you want to spend your coupons/ingots.
