Maybe you aren't aware of these things but...

1) Roshi can be interrupted!

2) Roshi 30 chase can't be triggered by roshi alone!

3) Roshi suffers a lot full ninjutsu damage!

So who are the counters to roshi? Kazekage gaara, Kushina, Masked man, Mei, Itachi susano'o et similia. The point is if you want to risk to put them in prompt move 1 if you own the initiative to do it, or if you want to prevent the real triggers of his chase, so the enemy main or one specific single ninja.
