You need a counter for a rebate just like for treasures, refinement and charms have a counter and they have rebates.

Lol they didnt scroll down in Ninja and Survival Trial Mission events, those rewards are old and still *.

You can get charms from sakura event as a f2p :/ Also they improved rewards for ninja exam and survival trial . Star wheel got decent value for refines and mags.
