the counter in kage treasure is somewhere between 61 and 70, very likely 66.

beware that this doesn't mean that if you didn't get any rare within your first 6 draw by ten after your last rare then you hit for sure the counter during your 7th draw by ten, because if you pull the rare in your 61,62,63,64 or 65th draw (if the counter is 66 like i think) then you actually got a 'lucky' roll, and a rare you get in a lucky roll is full random and resets the counter.

I know about 40-70 scrolls pull, i'm afraid about pulling same rare but not last rare ninjas.
