Wanted mission can only be started at lvl 55.

Just doing the daily practice and weekly Kakashi missions give a ton of experience have you finished all of those?

Doing 9 tails (World Boss) also gives a lot of experience, as well as daily missions.

Level 33 takes few hours of questing, its also highest possible level to get to during 1st day of play iirc, if you can find people to play with you, my advice is to start on a new server (they are being opened every day). Since you dont have more quests, just wait for next day so daily missions refresh You'll get some stamina and finishing any plot/elite instance awards 1.5k exp (3k on Mondays). With 440 stamina you get daily, its 66k exp (132k on Mondays), it will add up.
