You have a 50/50 chance of either getting KOH or Kirin and you also are able to get them much lower than 2k if you're lucky. I'm currently around 800 draws and I have almost all the summons,I also have most of my runes at level 7 and you're able to sell them for about 1.3k summon tokens(about 4 KoH Frags). You can get him early I guess if you want to drop all your summon runes. I'm planning on getting him when I get about half the summoning tokens needed for KOH and I'll use my runes for the rest.
