Mei was my second rare, and I've spent quite a few scrolls on Kage with absolutely no sign of Darui.
I did hear from somewhere one theory: that on certain days you're more likely to pull certain characters. As in, every day each treasure has a hidden value that dictates which character is most likely to be pulled that day. So, assuming that's true, if you see someone else pull Mei then you should try pulling and hope for the best. I have never seen this actually happen before though, so I can't confirm this.
I kinda support that theory.
One day I saw like, 3 Bee's pulled. Including mine.
I've seen some days have rares more often then others. But I don't see Mei nowadays.
Now if only I could just pull her, missing her and KK Gaara for the rares (Gonna be just her once the lv 90 EI are finished, I'ma pick up all 35 KK Gaara frags [if added to completion rewards] and get him)

I guess since everyone's stating their kage pulls I may as well put mine out
Onoki, Darui, Chojuro, Mifune, Danzo, 7 Sworded thug Bee (got him right after Danzo, during the bugged kage time, I liked that :p), and then a dupe Onoki. Stopped after the dupe and now I'm saving for gnw. Hoping to grab mainly just Jinin, Edo Sasori, and Zetsu (last 2 for collection purposes)
