About NY Server time

Hi im from NY server, but i played from Asia Region.

So yesterday before the Server problem, the Server time for Reset is 5AM and its 4PM in my time.

And today, the reset seems changing because my time 4PM is 4AM server time, it should've been have 13 hour gap but suddenly become 12.
Can anyone explain this?
And the weird thing is, my daily got reseted like before 4PM (my time= 5AM Game time) but the event like Mission General didnt reset.
Some stuff reseted at 4AM game time now, but some are not reset.
