4.0 wont get rid of the Chakra gain the Chakra gain passive gets buffed with the nin jutsu stacks that you just mentioned

The most broken wind team right now is the high combo roshi cancer. You run 4th mystery (the dust one) and have kurotsuchi, roshi and wb asuma on your team. Orientate it around high combo and you trigger roshi round 1 while also taking 1/3 hp along with the shield they might have as well. Of course, natural drain gets applied here as well and kurotsuchi can now also slow your entire team. Broken beyond belief. So, outside of arena, wind is most certainly dominating.

who the hell uses kurotsuchi and wb asuma anymore? maybe wb asuma because I have seen him in a few teams but kurotsuchi really? and even if they do run that team kurutsuchi and wind blade asuma are basically useless after the first round because you will lose both asuma buff and probably roshi as well because most of 1st round is going to be roshi/wb asuma getting hit
