I had 3 fights against a player in plunder, and every single time I was dealing wind damage with my main, the enemy light ninjas did not take extra damage(they were lightnining), i wish further investigation on the matter, here i'll have the printscreen)

In the printscreen you can clearly see how my wind main is using wind atribute damage(chase), and the damage is not blue followed by the generic message "Wind counters Lightning"
