Hi! At the moment arena matches are based on the number of players queuing for Arena as well as your Arena rank. If you do feel there is an issue with matchmaking, you can make a suggestion in suggestion thread found in bug/support section. At the moment, arena matchmaking is working as intended so that there is a balance between wait time and players you are matched with.
