Guys, which one do you prefer, I am close in getting 4th raikage, but I can get in next rebate 3rd raikage, just saving up to 300 scrolls, currently I have 217, but just in case, to place my mind at ease, which one seems kind of better, or you can't go wrong with either of them? personally I have used in Kage treasure around 500-600 scrolls, so I am definitely close with the next 300, but not sure if I will get him, or Sasuke, which I do not want. But I can draw those 210 for 3rd, and spend the rest for 4th back in Kage treasure...I just do not know, it drags me nuts thinking about, because today they released Lightning treasure, and i was not expecting that, I expected it to hit next month at least.

3rd Raikage would be a great replacement for my GNW Hinata who has 2 stars, but she is great, and I love her, just need more stars, but 3rd is like really buffed up and smoothed out Hinata with the anti-combo body and chain attack that does paralyze and immobile, here Hinata does acupuncture instead and c*e shield round 1 as well with 3x hits, can be counted as one and the same skill except enemy can't move additionally with 3rd hitting, not just acupuncture, and I think there aren't ninjas immune to immobile unlike some ninjas that are immune to Interrupt, so basically on paper 3rd sounds a lot better...but I don't know, I have been aiming for 4th for a long long time, specifically saving those seals for him because I am close, and I kind of wasn't interested in Roshi and Han, but then again, there is a chance I wont get 4th but Sasuke. And 4th can deal multiple hits and thus can leech a lot as well, once every three rounds if not mistaken, not sure about 3rd...

Someone help me on my decision objectively, not subjectively.

I know it's 50% chance, but in our server at least most of the people that have drawn him out, have gotten only 4th Ay, and around 20% got Sasuke instead, so our server is kind of luck if you are going for 4th, and I know, I have had my doubts as well.
I am full lightning user and I haven't changed my main since the first time I unlocked Earth, Water and Wind to check them out.

I do have Darui, only two missing were Mifune and Danzo, and still missing, and I have had twice Bee Thug, Onoki and Mei, totally I have calculated that I have spent around 500-600 scrolls, some have gotten him around 640-670 scrolls, and some near 900-1000 scrolls. I am fully aware of the risk.

I have troubles with my lineup, and I have had decided to go for something new and fresh since I have such a high chance, not many at the moment have him, currently if not mistaken one player has him, and some portion of people will skip this treasure anyway to go for the anticipating GNW Treasure instead.

I've been running for a long time GNW Hinata, Darui and Asuma, not a full combo, but it can do stuff, yet in my server it's a crap. I do not have any of the rare ninjas you can get with points such as Sailor and Hanzo, I am trying to buff my power rather than get ninjas, but seems like it's not helping and I wish I would have had Sailor or Hanzo, plus, I was one of those half unfortunate ones that didn't got Danzo at first tens of 60 draws, instead I got such as Onoki and bunch of others, not even Akatsuchi. Basically the only usable were Mei for me, and Chojuro at some point.

Recently I got Sage Naruto, lol I know, everyone basically had him for a long time, but I didn't had him up till level 93-94 through free draw. So now I use Sage, Guy and Darui, or GNW Hinata, Guy and Darui... or GNW Hinata, Darui and Sasuke for high damage high combo.

Some of them works decently, but since many have used drawing for Jinchuuriki treasure and has Roshi and Han, and the water meta is dominating for a long time now, so they use a lot healing which imo should be nerfed somehow to some reasonable level, or it's just me, since I refuse to change class and stay with Lightning Main.
So I suppose this treasure will boost me up a lot and I will get some decent pvp battles finally as a lightning player who is totally free to play and isn't collecting a lot coupons for rare ninjas in shops. I do have Chyo 10 puppets, but by the time I got her, she was useless crap, deals no damage in chase, and is useful only if have someone to protect her by healing, and someone that before or after her chases deals a lot of damage with repeated hits, such as Tendo, which I still do not have, only 77 fragments, and as we all know, OG have made him really rare and thus really valuable, can barely get fragments. There is one more valuable rare ninja I am actually struggling to get, and I am near in getting him, it's Hidan Death Possession, really close getting him, that would change a lot for me, but that's about it.

Even 6-8k lower power player with Roshi and Han can get me...and I can't do crap against, it rally bothers me and annoys me.

So again, thanks for some already known facts, just wanted to know which would be more valuable by mentioning some pro's and con's for easier decision.
So I will go for 3rd, and rest scrolls from rebate will be spent to get 4th....or Sasuke, which ever comes firs, and to get Danzo as well.

Got myself finally 4th Raikage, using Earth Main, but not sure how to make a nice lineup, currently thinking of having 3rd A in turn 3, where 4th obviously is going in first turn, and Samui between...

Or EM with 3rd row below, and running Ghost Tactics since it''s my highest leveled, but at the same time, 3rd Raikage uses Ninjutsu attacks more in chase, while 4th uses taijutsu attacks more, so 3rd would benefit from Ninjutsu field while 4th from Attack, but it complicates my lineup and then it's hard to place so that enemy would have tough time beating through front line while they have to aim behind with mysteries.

At this moment I am considering going back to LM since I finally got 4th, but then again, might try and see how it goes with Earth buffs etc.
