If we think objectively without know what ninjas you have, both ay 3rd and ay 4th will need "at least" samui to fix their damage output (ay 4th will target the "taged" unit hit with samui's mystery (so a lil bit of controlled damage instead of random stuff) and ay 3rd chakra based buffs through her chakra generating passive) secondly the new treasure does have 2 star GNW hinata in it's 10 pulls so while you are pulling there you should get her 3* as you go, last but not least ay 3rd is a guaranteed pull with ~210 seals.

In the other hand we have a kage treasure with already 600 pulls which require an extra 300-400 seals to reach the ay 4th pull but as you know it's 50%

So it's up to you, upgrade hinata, get ay 3rd and samui or try your luck with ay 4th.
