The only server that has GNW at the moment is China and on that server, unlocking treasures requires a lower level than we normally expect on our server. On our server, we unlock kage at lvl 70 but on their server it's in the mid 60s. I can't remember when it unlocks in China but it's in between 70-80. So it depends if Oasis wants to lower the level requirement for the treasures or make it how ever they please.
