You should always select +hp. There is no lineup currently where +ninjutsu works better than +hp, unless you are way overpowered in comparison with your enemies, but in that case also +ninjutsu gives you nothing since you win regardless of the mood.
Currently azure fang on a damage dealer role don't work, so you would select ninjutsu over hp to get better healings, but by doing so you become an easier target to snipe and if you are dead not only you don't heal anybody but you also cease to grant to other ninjas both healing tips and poison tai, that are auras, not buffs, and believe me that your main in any full healing setup, unless you run hokage tsunade, is the first they try to nuke since is the main source of your indirect damage. The boost you get on healing, even with 65% mood, is negligible in comparison and can easily be negated with ignition, blind, immobile, sleep and chaos, but the boost to hp can never be negated.
If, instead, you use water clone or reserve seal higher hp means higher hp of the clone too or higher selfheal back, ane both are better than healing a little more.
The only situation where +ninjutsu would be better is on a setup where you are sure your main can't die or where your main is the main source of damage as is mb in the blitz team, but sadly the absence of immunity to debuffs makes her version currently not viable.
