Why do poison tai still applied on minato jonin and masked man?

No skill in the game says it needs to hit to give its effect. Fire mains 4th standard attack says "Attacks 4 of the opponent's units and has a fixed chance of causing ignition.", by what you said that attack from fire mains should have the ability to ignite enemies when they dodge as well right? But it never will. The water main passive is the only one which applies the effect regardless of whether or not the attack itself hits in the entire game. If there were other effects that applied when the attack was dodged then I could understand it happening here, but nothing else does.

Yep!! I really agreed with you about this one shadoblaze..the description about fire main skill is having a fixed chnce to ignite, but why then it doesnt ignite even it said there a fixed chance..not only fire actually, got some other skills also who said having a fixed chance but then it not applied at all..and the problem is, why only azure fang poison tai will hit everyone wthout even touch? i mean its not fair to other ninja also who having a skill with a dscription like that..and so, what for people bought minato jonin and masked man which having their skill to dodge but then the passive skill is useless? Its useless on people who bought them n try to get them but both of them still same like other ninja and no different at all..I hope they will take note about this and do some update.
