Yes you could get Ay or Sasuke before drawing Mei, but that would be bad luck on your side. Meaning you could draw let's say Chojuro 2 times instead.

Yes, there is a chance you will still get Ay, a friend of mine got Killer Bee from a event, and guess who is his first rare ninja? Killer bee.

So there is no guarantee that you don't get duplicate ninjas.

Any time you think there's a good chance you'll draw the ninja from a treasure, consider leaving it unrecruited, then you'll be close to 4*
