Even so i rage myself when i draw frgaments for zabuza instead of 1 rare i still think that ur idea is bad. If we go with your idea it will result in lets see use 200 seal scrolls for all RARE Ninjas. Thats just dumb im sry i rather prefer alot of ppl with *ty draws and maybe 1-2 rares th*l ppl with Tendo etc.
