If you're unlucky you might need up to 180 scrolls, but you can get it in around 60 and 120 pulls as well, including all the free draws you've done.

I said this in another thread but I'll repeat it here.

In my opinion it really isn't worth going for Sage Naruto using scrolls - it's easier to get him in events and you always have the fairly high chance of getting Traitoro or Ao instead.
