To answer your question since no one wants to bother to help the purpose of this post, if you aren't a lightning or earth main, don't worry about getting 3rd raikage. However, if you are either of these teams, consider that sasuke is used less now but comes back later, and same thing with 4th raikage but he is used more often. This means you are sitting on a ninja until the skillbreaks come, which can be for a while. However, if you want a team now, then you can create a hidden cloud team with samui, omoi or darui (have to get him in kage treasure), and 3rd raikage easily under 220 seals.

When the skillbreak system, which is an additional update that works along side with the current skillbook system we have, comes we get items that we can modify skills and it works like how you purify equipment.

Anyways, you didn't specify which class you mainly play so answer these questions: 1) Are you lightning/earth main? 2) Do you want a lineup asap or you can wait until the kage super rares' get their skillbreaks? If you answered no on 1), there are plenty of choices you can do either spend it on roshi+han or save for the GNW treasure.
