4th Raikage kicks anybodys ass in china as he gets skill broken . In the vids he fight some of the meta ninjas and still rekt the opposition. The damage is insane and with his mystery getting back everytime you really need this ninja. Though he is very hard to get as a f2p . The only other ninjas who are as strong as him are minato hokage (in china he is god tier because not only does he increase his combo rate with each standard but atk also ) ,and madara five kage summit (the new tobi/obito). There are more ninjas who are counter if used properly like shisui , edo tobirama etc.
