Tobirama isn't a good character atm, but if you want to try it out anyway... i'll offer you this particular lineup. It's not that optimized, but you are still missing a few ninjas (like mei and so on).

This team can make you cast tobi's mystery turn 2, without sacrifice move 1 interruption. WM and sakura are just healing bots.

Note: As i said, this team isn't meta or anything... but you can try it just to have fun with tobi!
