From my experience, Tobirama is pretty much useless outside of team battle. I've given him full buffs and he still doesn't sm to do much.

When I use him in team battle he absolutely wreaks people. Clearly, does more damage then Mei and hits more targets. 1 round battle cooldown and 60 chakra. Very doable for team battle.
