I'm going to guess that level freezing is not intended to happen, it's merely an unintended side effective of a poorly thought out feature implementation.

As such, I seriously doubt that they will purposely make a new feature to help in this unintended side effect, as if they have the time to do that, they might as well fixed the root of the problem.

P.S. survival trial is based on power, not level.
