It makes sense about the unwanted chaos. I remember back in July when they announced 3.0 in the events plan and you see comments about people hoping for 3.0 every week until the last week of July. Same thing with the anniversary when the staff said expect it to come on the 3rd week since that's when they released the server but people still complain. The staff probably learned that you don't provide information to impatient people since they expect it as soon as possible.

What are you talking about? When they have done monthly event plans, they have fulfilled each point in the event plan for a month. Those monthly plans gave us what to expect in that month rather than for us not knowing when. This is what OP was referring to. In regards with mood scrolls in group wheel, it wasn't in the monthly event plans as it was part of a response to an event back in March, in which event plans weren't a thing back then.
