In terms of usefulness if you are f2p and your charms aren't all level 5+ i would go for charm packs, if your charms are level 5+ i would go for unbound runes unless you own level 8+ cultivation, if you own both then just get the ninja you like the most, both can be useles or very useful depending on your other ninjas.
