Determining if any of these treasures are worth using seal scrolls depends on your needs.

Seal Treasure: Don't use since you can most get these ninjas in the elite instances, shops, and from other treasures as commons (10-pulls), chiyo 10 puppets is hardly used in the current meta but is teams that can 12+ chase for the lolz

Tendo Treasure: Pains (excluding Tendo) are in the shops. Both Asuma Wind Blade and Pain Tendo can be pieced over time in survival trial and Ultimate Training (up to 76 frags at the moment), respectively. It depends how fast you want Asuma or Tendo. Hashirama is much harder to get outside from this treasure but there have been cases of people getting lucky in the events that give out packs (you might end of spending a lot of coupons/ingots).

Sage Treasure: Most people mainly stop going for this treasure once they get sage naruto but some people have pieced him over time in events so it depends when you want sage

Edo Tensei: If you want to get GNW tenten, go into this treasure since it appears she hasn't shown in events for months. Rares are at 2* compared to the normal 3* ninjas you typically get so their stats are weaker. Most people who want to use the rares would try to get them to 3*, meaning more seal scrolls spent in this treasure.

If I had to guess based on the picture, you are below level 70 and haven't received the Kage treasure, Jin treasure I and Jin Treasure II yet. These treasures are currently used in the current meta and it is recommended for you to save your scrolls and spend on these treasures to see more value.

Really? I must have been unlucky to not get tenten frags since I assume the gnw ninjas like sai didn't show up in my experience in Jin teasures and ninjas like neji from jin didn't show up in edo. Correct me if I'm wrong about that.
